§ 4.12. Failure to qualify.

In case the person elected should fail to qualify within 10 days after receiving notification of election, the office shall be deemed vacant. In that event, the unexpired term shall be filled by appointment by the Town Council, but the person removed shall not be eligible for appointment. The person so appointed by the Council shall be subject to recall as other members of the Council.
